I agree with Ned, RE investors and even appraisers use a CAP Rate as the quick and dirty way, by definition, it's very difficult for a RE investor to get a true CAP Rate as it is based on alternative investments to compare to, or opportunity costs, which are hard to nail down for RE investors.....unless you have other deals on the table to compare to.

Might trim the paneling with a skill saw, utility knife or Japanese saw, it buckles because it doesn't fit properly and the nails should be pulled and re-nailed to the proper fit.

@James Wise hit the nail on the head w/ the largest red flag- previous owner not paying taxes in a rough area- he probably did the minimum or less for maintenance (could be a reason 2 people arent paying).
