Permit not required here to my knowledge ( they never check anyway) I can do myself but my licensed electrian will install four of them for 30$ labor so I just let him do it.

They don't really care if it's you or Joe Schmo from Kentucky that closes on the property, as long as it closes. . they usually are not alarmed with the and/or assigns tag.

My idea is that right off the bat, I take two of the four lots (lets say lots #1 & #2), partner with a builder who pays costs to build the houses (+labor) and split the profit of the sale 50/50 of lots #1 & #2.
