@Jonathan Depa I sent you a PM with some further details, but in general just as important as the language in the ordinance is how and when a city enforces it, and what the neighborhood the home is in is like (and if the people are likely to complain, and about what).

Money often disappears anywhere and everywhere when you pay up front....every country....but probably worse if you are the outsider, don't speak the language, don't know the laws, don't know the systems, don't know the people.
