It depends on who the lender is and what type of loan product / loan program you're getting into.

Some hard money lenders don't offer these products but most do!  

@Nick Tanner Generally speaking, hard money lenders or really any non fannie/freddie purchase/rehab loan products do not have rate lock systems.
