Vacancies are not as tight as a few years ago, but they are good considering the number of new units that have come into service in the past five years.

Things to consider: know the area (it sounds like you have an idea as to the area as you had gone to college there but it's good to reacclimate yourself with it in the event areas have changed for better or worse).Also, know local laws, taxes, inspection procedures. 

I know that "out west" some states and even Medicare can have a claim against a property of someone who has used or is using state or federal services.

For the most part, I am very happy with the service, some are better than others, but overall it's been working well.

you are the answer they are looking for.If you have issues with that, then you could have an answering service take the initial call and fill out a questionaire and then only deal with the motivated sellers. 

There are services also that sell that info.

The biggest service they provide is ensuring that you are in compliance with the myriad of state and federal laws.

Also even though you did not "hire" them, a reduced rent in exchange for a service would be seen as an employer/employee relationship in a court since there is a defined monetary value.
