We had one long-term and purchased several more during last recession and had low vacancy rates, except the one we closed in late October 2009 that didn't rent until January due to really poor tenant pool out there in Nov/Dec, but market rents had dropped about 10% overall so we discounted accordingly (and screening is key).

Most Arizona rental properties are privately owned.If the state were to expand the coverage to all tenants, I don't think they would do it without extending similar protections to landlords too given the extreme circumstances surrounding this.
