You would not own the home, so you couldn't borrow against it.

Do NOT stop making repairs, but IF it can be attributed to tenant damage, abuse, or misuse, then BILL them, and tack on late charges as allowed by the aforementioned documents when they don't pay.

I don't think it actually stops them, but it does get them off the street for awhile.
