I would definitely try to talk to the water department to see if they can give you a reduction and if they can investigate the cause at all.

Hi, imputed rates are harder to investigate by IRS auditors than you might think, the probably have a current rate sheet for the month or quarter, but can you imagine going back five years from treasury rates and adding a margin for each adjustment and comparing the to the yield of a zero coupon bond of it's term with additional amounts of pricipal accruing to a balloon payment that is factored in at the time of sale and discounted from the sale price?

Along with the pay or auit notice I would give her a piece of paper detailing your findings from you and your maintenance mans investigation of his "mold issue".

These are different companies in different states, so I would think it's fairly standard practice to send homeowner the repair invoices, and it sounds like she needs to investigate further.

The first hill to climb is getting 7 to sign a sale contract, after that you can investigate exists as you'll probably add value just by cleaning up the title mess, guessing the seller has tried before and failed....maybe not.
