If the title is clear, and there is no back taxes then wouldn't I just be paying the county and city fees?

You have an investor that is not just out of a city,county, or state from where the property is located but the whole country!

I've been scavenging the MLS and Zillow every day for roughly 2 months, dragging my real estate agent all around the city trying to find a worthwhile investment. 

we are watching the mls. we have a realtor sending us updates for houses, 2 brm under 250k. the only alerts we are getting now are condos and townhomes. even those are coming in around 200k we have a city 50 miles away that we are watching also.

Decide how much money you have access to, & the zip codes, city or state you want to focus on.

There might be some areas of some cities you might not like. 

I"m in the process of buying a duplex in the VIne City area and the properties in that area needs work.

I am a fellow investor on the north side of the city with a 3 unit in Irving Park and a 4 unit in Edgewater.
