You have to be permitted to build on those lots using the development standards in place prior to the Zone Change (setbacks, height restrictions, lot coverage, floor-area-ratio (FAR), minimum unit sizes, etc).

Could be a guideline issue where an overlay won't allow more than 4 properties, could be he writes everything off and you're expecting them to add back in something that they won't or it could be; not having the taxes, I'm not sure what it could be.You may be better served to go with a DSCR loan.
