When something goes wrong, you can find the best contractor for the job who can make the repairs right away.

I pay them by the job after the job is completed and their work has been good so far.

Just to add on to my last comment...Ask the contractor to redo the estimate with more detail and if he/she balks or stalls then find another contractor...that is a bad indicator for the $37K job he/she has ahead of them!

So, you should reach out to some local land banks in your area (google search that term specifically) and see if any of them offer cash out loans on land. 

To win at pre-foreclosure you just need to offer more than they owe and the bank will be happy.
