@Steve BarounisI can only speak in generalizations regarding nearby neighborhoods similar to what you describe, but buying in a bad area because it falls in your price range is a bad idea. 

I suggest looking at the meetup app for an investing group/event nearby.

We should do a monthly coffee or breakfast. 

However, I would look through some local papers and do some research to find out if any upcoming developments are in the works like: A hospital, university, stadium or shopping center being built nearby.

Are there "Secondary Markets" nearby that could receive a massive surge in demand?
