I'm looking to find a builder to potentially build a duplex on the parcel as a rental investment.

I was coerced in to signing an acknowledgement contract, after they threatened to send a the $995 cancelation fee, even though I never signed the original acknowledgment letter, ON TOP OF THE $795 application fee.I am currently pursing a civil suite against them, have file a complaint on every single platform I can find.

Easy answer find different buyers.

I am new to investing and have been doing some homework/studying what I can find and reading as much as I can.

I am yet to find any Cash flow properties in Bucks County especially with these interest rates.

I know of people that disregard this rule but it's ill-advised to do this because if the lender finds out about this fraud, they can call or the whole amount of the loan to be due. 

If they're a tenant you'd rather see go, I'd let them go and find another resident who is okay paying for utilities.

You will always find a better market somewhere else.Sounds like procrastination to me!!

@Peter Dukaj yes we are still finding lots for around $19k in Lehigh Acres with no issues for construction
