Looking for a good draftsman and construction contacts (HVAC, painting, electrical, landscaping, plumbing, handyman). 

As you stated, appraisers are looking at square footage, age of roof, HVAC and water heater, electrical, foundation, windows, doors, year built, location.

My dad was a good teacher, so I know how to do everything except electrical wiring and plumbing. 

The main issue I've been having is that the home has central heating and air and this seems like the easiest workaround since I'm covering electricity in this set up.

Our upfront capex included re-plumbing the building, pulling all new electric, replacing all the windows, and then refurbishing all 19 units (kitchens, baths, floors, doors, etc).

Although, I predict the A/C & Electrical may need updating at some point not sure about the plumbing.   

This happened on our last flip when electrical permit was pulled for the whole house instead of just the rooms we were making changes to.

It may be that the fan motor in the heating unit is not turning, which can be caused a bad motor or an electrical fault in the unit, but it is likely if the breaker has tripped that the Air Conditioning System would shut down entirely so you would not have cool air in the vent.
