I've researched refinancing my FHA loan into a conventional so that I can use the FHA again, but I've found that there is high likelihood that an underwriter will deny the loan if they think I'm trying to take advantage of the FHA program to acquire investment properties - which is exactly what I want to do.So assuming that is not an option, are there any other strategies to scale my portfolio?

Who and why you can deny tenants and how much notice you have to give to tenants for each event.

I don't compensate tenants for something out of my control, especially when Tenant abuse is a possible culprit.

The play would have been to send the check copy within the compliance period and when denied, bite the bullet, get the re-inspection done, avoid the late fees, and avoid the cost and hassle for the HOA.
