On a positive note, they let us have one complimentary inspection prior to permits, and one (called Consultation on the inspection card, no extra fee) when we ran into a framing load issue that existed in 1954 when the building was made.

I Just ended up trying to offset the extra closing cost with a slightly lower offer.

I would go with tall 36" upper cabinets to give the extra storage space if you have the height. 

You might burn some human capital (like, frustrate your broker/banker/lawyer or the other side) if you go under contract then find something you don't like and don't buy... but obvious I'd prefer to do that than to buying a house with expensive or difficult issues.I know from experience that FHA loans for 3+ family homes can be a little challenging (they have to meet a "self sufficiency" test, where the rents for the units have to substantiate the carrying cost of the property).

I want to ensure I am doing this transaction the correct way but I also don't want to spend extra money if it isn't necessary.

This takes some extra effort and sleuthing & doesn't always get results, but if I can clear an eviction from the record before another application is approved, I do.

That's a waste of an extra $800/year + tax prep & accounting costs.
