For the smoke, wash the walls and ceilings with TSP and warm water.

I was doing some reorganizing of the basement in my primary home when I noticed just the smallest amount of water on the concrete floor.

My capex budget includes roofs 25 year life span, floors 10 year life span, appliances and hot water heater 12 year life span, hvac 20 year life span, bath and kitchen remodel 20 year life span, etc.

I make sure to verify that the final water bill is paid before sending it out since in Iowa it follows the property and not the person. 

The bent beams have lost most of their strength to resist the soil and water loads against the foundation. 

Water is not separated just separate hot water heaters, so water would be a landlord bill.

No hot water, stove not working, no heat, broken windows, door locks not working, loose railing, no lighting in common areas, garbage not in dumpster, no smoke/co2 detectors, etc. anyway that has been our experience. 

If you are passing all expenses to the tenant, then great, but if not you may have to consider garbage or water.
