So we want to make an offer on a house in our target area but it has brown stained walls and popcorn ceiling and a sting odor of smoke.

In my market here in the Reno Tahoe, NV area there are good cash flow properties that are on the MLS market.

I am looking to find an apartment/house that I can self-manage around the area but I am running into the permitting issue. 

I also attend several real estate club meetings (DIG and DPI) in the area, so happy to network and connect.

You can certianly achieve that goal with that cash flow, but you can't always look at the cash flow when analyzing a deal. 3 most important rules of RE: location, location, and locationBuy in solid areas, have some room for cash flow and keep trying to reach your goal. 

My recommended next step is to reach out in your local network (probably folks here on BP) and attempt to find a reputable lawyer with specific RE/LLC experience in your state/area.  

I recently moved to Montclair near the Watchung Plaza and know that area very well.

Hazel Green is not too far and is a growing area.
