Given the state of the economy, dropping stock market indexes, I am looking at refinancing my properties with cash-out refinances.  

please hear me out:A friend of mine realized her actively managed 403b plan had a HIGH FEE 1.30% expense ratio and wanted to direct exchange into a Vanguard low-cost Index fund Vanguard 2050 at .15% ER that is offered).   

Anybody see a downside in selling individual stocks/ETFs in my portfolio that are showing a loss to lock in those losses for tax purposes next year and then redeploy the cash to low priced index funds?  

Plus I keep a general ~$15,000 extra reserve fund.I only buy rental properties when I have enough for the downpayment + all closing / acquisition costs and can fund the operating account at 10,000 or 6 months of PITI.Every year I fund retirement and HSA accounts to buy stocks (low cost index funds and ETF's) and bonds at a 90/10 ratio.

With the exception of the 2007-2009 recession and the 1990-91 Gulf War recession, no other recessions have impacted the housing market, if you look at the Hope Price Index data from 1975-2018.I'm not saying that everyone shouldn't carefully analyze their deals right now, but we should always carefully analyze them. 

Instead open a Index Life Insurance policy...it grows money tax free and no penalties. 

What do you think to have a kind of "index" customized by what do you want, like crime score, walk score, nearby hospitals or museums, or whatever you can find in Google Places?
