For you to assume it is car theft without further investigation is naïve on your part, are you a criminal lawyer by chance ?  

I recently got my Real Estate License and joined the association primarily to learn the market and find deals for myself.After starting investigations into two separate properties (the first two I looked at in fact) I am a little disturbed by what has occurred in these investigations.In the first, during the first conversation with the other agent I was told the owner was out of state, going through a divorce, an eviction, and that he needed to liquidate his assets.

You need to investigate the exact details for your area.If you buy the house now, you will probably get the title mailed to you in October.  

A good "one stop shop" with a solid track record (make sure said track record is apartments and further same type asset you're purchasing) in the given market should be easy to find with some diligent investigation.

I have about 350K in cash and about 900K in retirement funds that I could access, I think tax and penalty free by setting up a ROBs (a method I am investigating that via the tax code apparently lets one use retirement savings by setting up a C corp and funding a company by buying stock in it with retirement funds).  

Our inspection period expires on 9/15, inspection is scheduled for tomorrow, 9/13 - we don't expect any significant surprises based on a preliminary visual check.
