These politicians are idiots.   

Then said tenants go to their local politician and say they can't get housing. 

Frankly, the politicians are just too stupid to understand this type of bill will KILL the development of new housing and therefore make the house crisis worse.

They would've spent way too much money to not get that much (facilities and construction costs) and they still would've had the backlash from a minority of the locals and politicians looking to grab headlines.
