It would be extremely unwise to buy in st louis without personally visiting the property. 

My last value add had some issues but I still did alright because it was in an extreme cost market (~$2k PSF).  

I would connect with local investor agents that invest themselves and see if they have a team that cold-call and can bring you off-market deals.

Don is either extremely unorganized or just plain inept. 

Several reasons: market rates, cost of operations, risks of the tenant in particular, rental history, turnover potential, loss of rent during turnover period, "hot" or "cold" market, etc.
