If you buy a rental and inherit tenants, I highly recommend you learn how to use the estoppel certificate.

That sounds a little off to me. the green card (certificate of inspection) is issued through the state. 

The owner claims everything is up to code, but he has no paperwork to show electrical, plumbing, and HVAC is inspected by the city,  or a certificate of occupancy.

It looks like the certification process may be a self-certification form filed with your taxes..Not too much red tape involved!
