As unpleasant as it may sound, I would suggest calling the Tax authority in KY and tell them what your doing and what you need to do.  

Anything you collect make sure you keep secure and have the tenant authorize you collecting and using this information to pull their information along with an authorization for you to be able to collect information from their references, such as past rental and employment. 

I have two different tenants, in the same building with identical units, whose section 8 vouchers are administered by two different housing authorities.  

No person shall engage either directly or indirectly in the business of a real estate broker, broker-salesperson or salesperson, temporarily or otherwise, and no person shall advertise or represent himself as being authorized to act as a real estate broker, broker-salesperson or salesperson, or to engage in any of the activities described in R.S.45:15-3, without being licensed so to do as hereinafter provided.

Some lender conditions were not met, but lender gave authorization to disburse the funds 9/13.  

An executive of a business authorized to sign such documents is often an employee, not necessarily an owner.If bankers won't let you sign like that, take your better attorney along and have him/her explain it to them.I have one who even trains IRS agents on the proper interpretation of the tax code (he, his partners and staff consistently win audits).

Just remember talk is cheap and get everything in writing by the correct person who has the power and authority to enter into a contract.    

Check with the local building authorities first.

That said, you could always request an Authorization to Release in order to be able to check the status of the mortgage.
