You really need a local attorney on the ground that invests and understands tax certificates and tax liens and can research and tell you the exposure you have with the property you want to buy.There is penalties and interest that has been accruing for years so do not believe what a seller is telling you for you need to verify yourself.

why dont you take a deed from the seller, give him a couple hundred dollars and pay the back taxes.most exemptions dont do anything for taxes already accrued. no legal or tax advice.
