It seems to me that there will be some sort of auditing system in place, but at the speed the council moves at implementing these new laws, I don't foresee anyone getting caught breaking the new ordinance any time soon.

Usually, the red tape associated with these projects would drive developers to greener pastures, but today, private developments and spec building aren't as green ($$) as they used to be.In Wisconsin, these seem to going on everywhere, and some are quite large, with OO's clogging city council meetings to complain.Is this happening everywhere?
