I could tell you now that a Gift Tax return, Form 709, is a Federal filing requirement and is filed with the IRS; in other words, it does not matter where you live.

But it's also clear from the stories all over BP that achieving significant success requires a large amount of dedication, commitment, learning, patience, diligence, analytical skills, networking and communication skills, project management, and at least a small amount of luck along the way -- in other words, the same kind of things that lead to success in most fields.
