I think first big step toward getting a reluctant partner on board is to first fully hear, honor, and respect their concerns.

The major problems with this property are:- I don't know what normal CAP rates are for your environment, but it seems like the seller is asking for a premium for future expected rent increases. 

I treated the section 8 tenant with respect and she remained there for many years.
