In your case having 3 properties, if it were me I would focus on paying those off respectively.

If a non-conforming use was established before the zone was created or changed then you can apply for a certification from the city.

Depending on how much each property is worth with respect to each other as well as how much your properties are worth vs how much you are worth will determine your structure.

And from what I've read, it's "easier" to obtain financing after you've established some equity, so I suppose it's a step in the right direction.
