I'm not an agent in Utah, but @Mike Palmerseems to have hit the nail on the head regarding the appraisal contingency.  8.2(a) and 8.2(b) are the clauses that 24(c) refers to.

Aside from virtually all of them requiring some kind of religious bent, they are all pretty clear in stating that they are *not* health insurance, mostly because they either don't cover a lot of things at all, have some clear cap on paying for procedures, or cap expenses per incident.

Sure,It will be difficult to get 10% net cap on A class.I have been looking at multifamily complexes for the last 6 months and whenever I get a B class complex sent to me showing around a 10% net cap it always catches my eye. 90% of the time the expenses are not genuine and property management isn't included in those expenses either.
