If these kids are walking home it would not be expensive to hire someone to look at which house they are going to, (doesn't necessarily have to be a private investigator but to be clear you would be hiring them as "security" for the property not hiring them to stalk anyone) look up the parents on the county tax assessors site, and threaten a lawsuit.
