I have been looking online and have been unable to find out how long it usually takes for the state to approve a new licensee.  

It's also not easy to find some random forms online for these kinds of projects.

I too am from Sacramento and am always looking for partners experienced or not to bounce ideas off of, evaluate properties, and possibly even partner on a deal. to your point about the VA loan, YES the VA loan can be used for a multi family property up to a QUADPLEX (4 units).

I've experienced my fair share of bumps in the road, but I learned A TON along the way and things are stable now.

I am a newby in real estate investing but have been resesrching obsessively online and reading real estate books aswell as financial motivation type books.
