At least in how I read your question, it seems like this could in time be a fully rented investment property for you (should you cash out refinance a little bit down the road to move forward with dream home purchase), and I would want to personally be in a landlord friendly state and just add that to my list of 'all things considered' when evaluating markets.

I did my due diligence and bought a property in 2011 for 73k cash sweat money.... repeated the same a year and a half later and so on..... my point is, sit down and evaluate your specific situation and come up with a game plan that fits your circumstances.

You might get a different answer.My general strategy with bank owned properties is to stick to your number and keep making the same offer until they accept or sell it to someone else for more money than your evaluation justifies.
