The lawyer would still engage a Title company to do everything that one would do in PA as I understand it. 

There is only One company they use in Texas that I will NEVER engage with, ever again.

You're lucky it was only 15% and not higher I suppose.The takeaway is this - if people choose to stay in, and support, a state that engages in this type of thinking and resultant policies, then you just gotta deal with it.
