I don't think you need to buy at 70% of a discounted value, rather, I would recommend that you buy at a wholesale value, 50-60%, in an area of town that you know, through some help with a realtor and MLS data, that the rents and values have not dropped as much as in other parts of town.With gas at $4 a gallon, it does not take a rocket scientist to figure that if there are more jobs downtown, people will want to live closer to downtown.

He/she should be pushing you to get the best deal possible, not pay full price and secondly, he/she should be giving you data to support or reject a purchase, not just an opinion of, "buy it".Ask why you should buy it and then make sure the numbers are correct.

The 2 and 50% rules are not real rules to arrive at any buy decision, they are to use based on what you think the sale price might be or the list price is better (it's higher) while driving by or viewing data to see if it's worth getting more involved.
