If the property is built prior to 1978, you need a lead paint inspection, and need to provide a lead paint disclosure to your tenants.

To add onto @Caleb Coats, if you choose to go this route, use an online savings route.

Have it written down and as specific as you can get(ie paint colors, flooring choices, kitchen updates).

These details were all relatively inexpensive things that we could build and/or paint ourselves without having to pay for extra labor.

Its all in how you choose to structure the deal.   

I would try and paint somebody into a corner that they can't have it both ways - either it's your steps or it's theirs - the respective owner/steward should shoulder the responsibility.

Obviously it depends on the property, so some areas I’m thinking can be improved are window replacements, exterior painting or interior painting.

Basically treat this like any tenant who tells you they are just choosing to not pay rent.They are probably hoping you give in and let them use the deposit for the last months rent which is obviously not recommended.
