I would try and paint somebody into a corner that they can't have it both ways - either it's your steps or it's theirs - the respective owner/steward should shoulder the responsibility.

The vendor function is to keep track of bills to pay.When I'm just entering in checkbook transactions or credit card transactions, I'll put the name in, but then choose the option that is "Quick Add" or whatever it's called, which just adds the vendor name, but nothing else.

Basically treat this like any tenant who tells you they are just choosing to not pay rent.They are probably hoping you give in and let them use the deposit for the last months rent which is obviously not recommended.
