I know nothing about cleaning and only people certified can be in the property so there is no way to make sure they do a good job yet you must absorb all the risk of it getting clean or not.

Once a year a qualified backflow certified tech (usually a plumber that has taken the backflow cert class) comes out and makes sure the assembly works properly, signs the form and sends it to the city.
