There is a forum that permits you to "promote your website" once you have recorded the minimum number of posts to qualify, so I suggest you get to that forum and list your website once your post count is high enough.

Even if your bank is offering a promotional rate (most of the Big-5 are offering 5-yr fixed at 3.8x - 4.0%), I believe the new rules require you qualify at the BoC posted rate.
