Can a landlord apply for relief on the behalf of a tenant in New York State?

My situation though is that I'm a licensed contractor and the idea of hiring out work I am able to do just as quickly and cheaper as another contractor pains me.  

If I had tenants who were a pain, didn't take care of the property, whined about every little thing, and I didn't care if they moved out, I would make sure rental increases match the market.

Happy to see the Stimulus Bill currently in Congress will have Renters relief.

Other landlords have had some success getting tenants connected to those relief programs.
