How are flippers getting renovation plans, structure engineering drawings quickly to submit to planning and building and safety so they can obtain a permit.The county of LA has a extensive list of requirements to get a permit.  

Would it be possible to "reverse engineer" from the borrower back to the note lender and purchase at a discounted rate?

I'm married, have a bunch of kids and am in my 20th year in my career as a software engineer.

Every state is different.In the states I am licensed in, I would use the Realtor Association Approved form without a problem. nevertheless we alway recommend using a Real Estate Attorney for all Real Estate transactions (even if Realtors are involved) specially if neither seller nor buyer has legal representation. there are Flat Fee attorneys that will draw-up documents for you for a nominal set fee.

Are you talking about "wood look" laminate, or engineered wood?

I received an engineers report on it which said anchors should suffice.
