At this point, clear that CC debt so you're not paying as much in interest.

Easy, if you have collateral, such as other free and clear property, or equity in other assets.  

Any violations must be cleared before purchase.

Then that should be clearly defined in your lease along with the cost of excess bandwidth. 

The main focus of my business strategy is to clearly differentiate my product and service from other local providers.

Going into debt and siphoning off your hard-earned retirement savings shouldn't even be discussed until you have a clear purpose and reason for doing either one. 

@Shady Ibraheem As long as you make it clear that you are increasing the rent of your apartment for EVERYONE and not just a few prospects then you should not have any issues.

Title - The title should be open and cleared for closing.

It looks like the application form for the rental license in Brooklyn Park is pretty clear that I have to pay the $750 fee to convert my home into a rental, and that I have to attend a mandatory training class for a day, and that attending the class does not get me a discount on the fee.
