Normally if the surrounding hosues are 650,700k, the lot itself will start out at 300-400k and won't go below 200k minimum.

Median SF home price in Milwaukee is $175,000 and actually quite a bit higher than in the surrounding suburbs.You are correct Jordan, when you look at Milwaukee proper, you will not see any population growth.

I would also say house hack but Sneads Ferry and surrounding towns don’t really have much small multi family unless you are willing to invest/live in J-Ville.

In theory you can keep 1031 exchanging things to keep deferring taxes until you die (continuing to increase your basis in the next thing you buy), but in practice that can be tough to pull off...Note also that there are other rules surrounding what property qualifies, what counts as a "qualified opportunity fund," and whether you have to make additional investments into improvements in the property to qualify.

I suggested that an area on the eastern coast may be better for rental income since Miami and the surrounding cities are more tourist oriented but Ft Myers area is more retirement focused.
