If I were you and if it were legal, which I don't know if it is, I'd offer to partner with a property owner and get paid the increased rent for x period of time in exchange for the rehab, and have that in a contract that would allow you to put a lien on the property if they did not hold up their end of the bargain and protects you in case they decide to sell.

not an option C but a modification to your Option B. 1031 exchange it into another property, hopefully one that cash flows this time, and avoid the taxes part of your option B.

People want hard assets that cashflow.Answering the general question above - As a TK buyer you are not doing much work and therefore your % roi is not going to be too high that said its going to be way better than mutual funds or stocks.
