Generally speaking, I predict this doable but there is insufficient information here to determine if this is cost prohibitive. 

They should speak to an accountant as there are withholding taxes on rental income and sale of real estate that will be applicable to a non-resident.

You'll need to speak with the attorney about whether this will be a 506(b) or 506(c) deal which makes a significant difference in your equity raise.

That seems to be the primary obstacle for turf adoption in Phoenix. above my pay grade I just know its happening in Vegas as we speak and we have used it in other markets even chicago south side. if in a tenant application you can keep them from parking their cars on it should work fine..
