I wouldn't give the guy a dime.I have in my lease a 50.00 charge if I'm called out, or the police are called to respond to a unit for noise complaint. 

However, the police department is very active ( in traffic particularly) - You have been warned !!!!

I am a police officer and the only thing I have had to worry about is contractors who have current/pending charges.

We generally have pretty low rental inventory in the less rural parts of NH - wherever you choose to invest, do the same due diligence of looking at labor statistics, rent rates, vacancy, talk to other landlords, the towns, police depts, realtors, neighbors, property mgt co's etc - the more viewpoints you can tap, the more confident you will be when committing.To Jason: The seacoast seems to go from strength to strength and as always, buying in the path of progress limits your risk, so long as you have the patience for the long term.

You can at least past the info to police for illegal dumping with your video evidence. 

Another thing is to tell the tenant upstairs to report it to the police.

It's much less time consuming than knocking on doors or driving around and looking at properties.Some lists I'd recommend you consider would be Owners with Low Financial Stability Scores (FSS), Seniors with Long-Time Ownership and of course the ever popular Absentee Owners with Equity.It is certainly best to try to reach out to people who might want to sell, but don't want to put the time, effort and money they think they need to in order to list it the traditional way.Good luck with your campaign- I hope you get some great properties.

In the end, if he feels his property was vandalized; he has proof it was the children of another tenant in the building; and he gets no satisfaction approaching the parents of those children, his next avenue of action would be to file with the police.
