I am telling them to avoid that deal like the plague, although I have no idea where to suggest alternative financing.As for her own property, they are willing to refinance her at a slightly lower interest rate, and switch it over from 26 remaining years to 15 with lower monthly payments.  

I need some ideas on best ways to tackle this issue that's cost effective.

With that many supposedly empty dwellings, you have no idea if the population declined that tiny amount because so many people are living between the cracks.Unless some affordable housing starts getting built somewhere in the USA in the near future, I see a lot of people landing here, not because they want to, but because they have no other choice at their price point (zero).

Mitchell:If you plan to hold this property for a long time, it sounds like putting on new siding would be a good idea.  

The idea being to spread out your turnover, so you wouldn't theoretically have all 3 units vacant at the same time.
