You're not going to find the perfect cheap handyman that can do everything right away, you'll come across them as time goes on.

Cheaper on the install VS other flooring choices like luxury vinyl plank and tile but far more expensive in the long run. 

is that happening in your city.Indianapolis is a perfect example the fountain square area and Bates Hendrix 1 mile from the down town was old and run down.. now the two chicks with a hammer TV show helped no doubt.. but its a neighborhood you can buy a fixer for under 100k still and or buy a new home for 350 to 500k.. its slowing turning over without having to create any new lots.    

That would be my next choice.

I'm a huge advocate of getting a decent first deal fast, rather than sitting around waiting for a "perfect" financial deal with massive juicy returns.
