They're spotty at best.It will be extremely hard for a non-practitioner to Google around, attempt to self-educate without an accounting background (really assuming here because I don't know yours), and then end up with a functional understanding of the tangible property regs.Sometimes the greatest leaps in life come when we realize our limitations and outsource to individuals who specialize in a field different than ours...I do not attempt to write operating agreements... 

As far as the loan I would suggest you attempt to do a loan modification with the lender.

I was hopping someone would give me some good questions to ask regarding local Washington State law, as well to ensure he is the right attorney for me on future endeavors.  

I have a ~$650,000 hard money loan on the project, and the appraised value of the completed project will likely be about twice that.I'm attempting to refinance into a conventional loan, but am finding it very difficult.

If you have additional ideas, please feel free to suggest them.I am going to attempt to rent the apartment for August 1, although I can give the new tenants a move-in option of July 16 if you want.

Do you have tips for this endeavor?

Plain and simple.Imagine what a judge would say if you attempted to charge a tenant $200,000 for printing a piece of paper...which they have a right too by the way...I am legitimately concerned for you if you try doing that.  

Tons of resources out there to help you in this endeavor, but education is the key!
