Purchase price is 195K, we estimate repairs to be 15-25K, and ARV of $275K. 

I've gotten a few estimates that fall into the 10-11K range.

Maintenance requests are handled online as well, if a tenant submits a maintenance request, you recieve an email with the address, unit, tenant contact info, and their detailed explanation.

You are going to want to talk to several professionals in your state for this one as it is a legal maneuver that amateurs or even professionals not familiar with the details of your situation on the internet probably aren't going to be able to help with much.

I'm always in favor of playing devil's advocate, but it's not possible to "force complexity...for the benefit of deeper understanding and analysis" when we have no details of cost, upfront cash, closing costs, rents and room for raising them, etc, etc. 

Without the whole story and all the dirty details we can't know why the tenant even thinks this.I take it from the info relayed that the sewage issue is still on going.

Make sure the numbers work, that the ARV is reasonable, that the repair estimates make sense, that you factor in the buyer's profits and costs, and you should be good.

I am running my numbers and have trouble estimating insurance since I am not sure do I need 3 separate insurance plans(HO6) or 1 to cover all?
