Have you looked at all the coastal towns up and down the east coast? 

(both his mom and MIL are now living there-one in 80's and one in 90's) Also, the word cottage refers to the home structure, not the type of people.

For cash flow purposes, Coastal AL ~ Orange Beach & Gulf Shores usually works better because property taxes are much lower in Alabama.

One could be class A and the other class D with the associated problems that are associated with class D.I will say by virtually anyone's definition of cash flow, my RE has good cash flow (all coastal So Cal). 

The tank catches solids (dirt, sand) which is why it has to be pumped out once in a while. 

You can target properties not in the big boys sand box. 

I assume no large coastal cities due to being priced out and mostly condo buildings already built there.
